Reporter.al: Hydropower plant of Poçem, no participant in the tender except the bonus

Sources from the Ministry of Energy and Industry said that only the Turkish company Çinar-San Hafriyat Nakliyat Inşaat Turizm Sanayi Ve Ticaret Limited Şirketi submitted a bid in the tender for the concession of the important Pocem hydropower plant on the Vjos River, which the government had awarded in arguably an “unsolicited proposal” bonus.

On July 29, 2015, the Council of Ministers approved a bond of 8 percent points for the Turkish company Çinar-San Hafriyat Nakliyat Inşaat Turizm Sanayi Ve Ticaret Limited Şirketi, in the concession procedure of the Poçem hydropower plant on the Vjosë River.

The tender for the concession of the Pocem Hydropower Plant, on the Vjos River, was held on March 17, 2016, and ended with only one interested company, despite the fact that the government advertised the tender in several international media.

Sources from the Ministry of Energy said that the tender is currently in the “evaluation” process, at the end of which a decision is expected to be made.

The current government has granted two unsolicited concessions in hydropower plants, Pocemi and the Katundi i Ri hydropower plant. Both were awarded to two different Turkish companies, which are not known for their experience in the construction and operation of hydropower plants and which obviously do not meet any legal criteria for awarding a “bonus”, since both hydropower plants are existing projects and can to be given in the form of the concession requested by the government at any time.
