National and local organizers along with these legal and environmental ones have been the environmental legal initiative for changes in the legal package of concessions for HPPs. They have made an in-depth analysis of the plans, strategies and policies of the 4 national sectors: where it would be, tourism, environment and water, in the spirit of their EU policy alignment. It is a draft with some recommendations for changes under review and has been consulted with stakeholders during local and national forums.
Some of the concrete proposals discussed in the national forum can be found in the interviews of the Ora News, Scan TV, Klan Plus and FaxNews services by the legal expert Elvana Tivari, the director of EcoAlbania Olsi Nika and the communication manager Besjana Guri.
