The current concession legislation presents a number of shortcomings and favors the construction of HPPs in a chaotic and unstudied manner. The situation in Albania is alarming, as more than 520 hydropower plants are planned, a significant part of which is in protected areas and areas with high natural potential. For this reason, as part of EcoAlbania’s initiative to improve the legislation of HPP concessions, legal and environmental policy experts have analyzed the plans, strategies and national legislation of 4 sectors: energy, tourism, environment and water, in the spirit of their alignment with EU legislation.
EcoAlbania held a series of forums with Civil Society Organizations, Local Government Units, experts and local environmental authorities in the context of lobbying and advocacy for this initiative.
