Energy efficiency topics discussion among building managers

Energy efficiency in buildings brought together representatives from the Tirana Municipality, Tirana city building managers and experts in the field of energy.

Participants were introduced with some key findings of the report “Assessment of energy performance in buildings through the concept of energy poverty” for the city of Tirana. Emphasis was put on results gathered during the study conducted in families of the city, including families in need. Percentage of the electricity bill in relation to monthly income and use of electricity in the studied sample raised interest among participants.

Mr. Erjon Tase, Executive Director of the Academy of Political Studies, introduced the audience with the two laws on energy efficiency and performance in buildings, as well as the national objectives that Albania has pledged to complete by 2030. He explained some of the concrete measures which building managers can undertake to increase performance and energy savings in their buildings. “Thermal insulation of the building, central heating, efficient household appliances, lighting of common spaces with LED bulbs are some measures that can be taken both for increased energy efficiency and saving on electricity bill,” he explained .

Mrs. Klodiana Bici, responsible of the sector at the “General Directorate of Co-ownership Facilities, Administration of Administrative Units and Civil Emergencies” at the Municipality of Tirana, presented the 50:50 initiative for buildings in joint ownership in the city of Tirana, the “Community Fund” program, as well as possibilities to benefit from this initiative. The 50:50 initiative of the Municipality of Tirana foresees to cover 50% of the total cost necessary for thermal insulation of the buildings in the city. Discussions were focused on application procedures for this fund, extension options beyond 2018, as well as the cost coverage limit.

“Opening of calls from the Municipality of Tirana is done at the beginning of each month, on the dates 1-20. The application must be submitted by the building managers at the respective administrative units. Among the conditions that need to be met is a document of agreement between the co-owners, whereby the 75% of co-owners should be guaranteed at minimum. “- Mrs. Bici explained.

At the end of the meeting, Mrs. Bici admited that the law on facilities in co-ownership management, being a 2009 law, still has problems. “We have reviewed and created a draft for its improvement, which will be followed by public hearings, and will then be submitted for approval to the relevant institutions.”

Future policy makers discuss energy efficiency issues

EcoAlbania has launched a series of meetings on “Policies for Energy Efficiency and Energy Performance in Albania” with members of youth forums from the main parties in the country. On June 22th 2018, during the meeting organized by EcoAlbania in Tirana with the participation of young people from the Eurosocialist Youth Forum of Albania (FRESSH), representatives of EcoAlbania, EDEN Center and Mr. Erjon Tase from the Academy of Political Studies discussed legislation and policies of energy efficiency and performance, as well as the actual problems with regard to their implementation.

This meeting was held as a continuation to the public education campaign on energy issues in our country. The members of the forum were first introduced to the Environmental Watchdog Network, its working area, “Together – An eye for the environment” project, as well as some key findings of the study on energy poverty in Tirana.

The conducted research on energy poverty situation in five Albanian cities drew attention among participants. Methodology used, target groups, data collection and processing were details on which they were further informed. In addition, this group of youngsters expressed their interest on topics such as diversification of energy production sources, creation of new infrastructure for sustainable production, as well as concrete possibilities Albania offers for solar and wind energy production.

The expert E. Tase explained the possibilities of economic development related to law implementation and measures on energy efficiency. “The diversification of energy resources is on one hand the basis for economic development by keeping prices under control and lowering costs for the consumer, and, on the other hand, by reducing negative impact on the environment in terms of gases emission and the deterioration that energy production through hydropower plants only brings along.”– he said. Mr. Tase emphasized the problems and delays in the implementation of the relevant legislation for energy efficiency and performance.

The importance of existing legislation, its enforcement, improvement of policies related to energy and environmental matters, inclusion in the Socialist Party program of these topics, as well as their commitment as future policymakers to make it possible, were some key moments in the discussion which followed.

In the frame of the education campaign with future policymakers, EcoAlbania will conduct meetings with youngsters of the Youth Movement for Integration (LRI) and the Youth Democratic Party Forum (FRPD) to discuss relevant legislation, the need for its improvement, as well as incorporation of environmental and energy issues in their Party programs for the upcoming elections.

Energy Efficiency brings together construction businesses and experts

On December 15th, 2017, EcoAlbania organized a roundtable on the topic “Energy efficiency in the buildings” with representatives from the construction business sector, Albanian Association of Constructors, representatives from central and local government, and experts. During this meeting discussions were held regarding the new laws on energy efficiency and performance, energy certification of buildings, the improvement of consumers’ infrastructure, as well as on the financial benefits of the construction companies from the implementation of these laws.

There were also presented some data from the study on “Energy poverty” in the city of Tirana, conducted by EcoAlbania and EDEN Center. The participants’ attention was drawn by data indicating that the biggest part of the electricity bill expenses in Tirana families goes for water heating. Based on this data, experts and representatives from the construction businesses proposed some interventions on existing buildings in order to make their water heating system more efficient.

Mr. Gjergji Simaku, Director of the Department of Policies, Energy & Industry Development Strategy, at the Ministry of Infrastructure and Energy, talked on the new laws “For energy efficiency” and “For the performance of energy in buildings”. He clarified the steps to be followed from constructors in order to receive the PEN certification (certification on energy). “The certification of buildings will be handled by the energy auditors which will be licensed by the responsible ministry. The certificate aims to inform the consumer on the class of energy the building provides. This certificate will make the differentiation on the buildings prices”, said Mr. Simaku.

The possibilities of funding and incentives for businesses that operate in the construction and reconstruction sectors, in the frame of working on making buildings more energy efficient were analyzed by Mr. Erjon Tase, Executive Director of the Academy of Political Studies. He listed the funding possibilities from programs implemented by the municipalities, spoke on the ESCOs (energy service companies) and the audit companies as profit sector. On the other hand, “The National Fund for Energy Efficiency is a tool that can be used from businesses working on the construction sector as a funding opportunity. This fund is not functional yet because of the delays on the approval of related sub-legal acts.” – he said.

The business representatives presented their proposals for possible improvements on sub-legal acts, determination of standards and norms in order to improve consumers’ infrastructure and facilitate constructor’s work. These recommendations were taken into consideration to be analyzed by the representatives of the central government.

Energy Game with Tirana’s citizens

On December 6, 2017, the game “Let’s know more about energy” took place at “Rinia Park” in Tirana. Numerous citizens joined the awareness-raising game held by two organizations, EcoAlbania and EDEN Center. The game was designed in the form of the “Energy wheel” that contained different sections. Each section corresponded a question from our everyday life on electricity utilization and renewable resources. The interest shown by Tirana’s citizens on topics such as “energy poverty” and energy efficiency was high.

Citizens of different ages were involved in the game. The best practices to save electricity and make houses energy efficient were the headlines of conversations between activists from the organizations and citizens.

The awareness-raising game “Let’s know more about energy” was held simultaneously in five cities in Albania from the organizations members of the “Environmental Vigilance Network”. The six environmental vigilance organizations are initiators of a study for the assessment of the current situation on energy poverty among Albanian families. During the awareness-raising activity there were also presented some data from the study held in the cities of Tirana, Berat, Shkodra, Vlora and Elbasan. The public’s attention was drawn by statistics showing that Albanian families use less electricity compared to their real need.

The high number of participants from each city indicates Albanians’ interest on the topics of electricity utilization, new policies on energy efficiency and new information that can be useful beyond this activity. By the end of the game, the citizens were awarded energy-efficient A++ LED bulbs in order to orientate them towards the decrease of their electricity bills.

Citizens that joined the game, supported the initiative of the environmental vigilance organizations to pursue this issue which has a direct impact in the life of Albanian families, as well as to represent their interests in the decision-making instances.

In their future work, the NGO-s will undertake other actions to divulgate information on the best practices of the efficient energy utilization.
